Also wipe pins with IPA . if all is correct otherwise then you may have to fit new ROM sockets.

Yup, this is how I've done it.
Atari 1040^W4160 STe, 800XL (Ultimate 1Mb/SIDE2), 2600, Amiga 1200 Tower (Apollo1260/66Mhz), A1200, CD32, 3 x A500, 2 x A500+ (TF534), Archimedes A310, 16 x Speccies, 2 x BBC Micro, 2 x Sam Coupé, QL, ZX81, Osborne Executive, TI-994/A, Videopac G7000, PS1, PS2 Fat&Slim, Megadrive, NES (RGB), SNES, N64 (RGB), GC, GBC, OG Xbox, Xbox 360, Wii etc. etc. and anything else that has pixels like Lego bricks.

I did that before I started: I cleaned the sockets, and the new chip, and the new chip socket , plus I checked the continuity of the pins on the top of the ROM board when attached to underneath the PCB and they all check out.

Well your welcome to send the ROM board back for a retest but problems like this tend to need diagnosing on your ste. I only know @Steve doing such services currently.

I was going to ask if you had a programmer. I have a TL866 II Plus, and whilst it doesn't support the PLCC chip directly, I have a PLCC to 40 pin adapter, and it works if you select the 40 pin DIP 27C4096 from the list. Incidentally, if this was one of my chips and given the behaviour of the machine with the switcher chip in matches that of having no chips in at all I'd normally be looking to see if I'd actually programmed the bugger in the first place but my MiniPro doesn't list the AT27C4096 PLCC version as a supported chip so I won't be able to read it and check it.

If this is good then I'll swap the sockets out for some nice turned pin ones, typically I don't have any 32 pin ones here so I'll get them in and fitted and see if that helps as suggested

Just a thought whilst I'm waiting for some sockets, on the store there are two types of dual TOS, one 'Fits STE Dual TOS board' and one 'only suitable when used with the V2.3 booster'
The one I ordered was 'TOS162 / TOS206 ROM ENGLISH [0143]' but the chip I have says 'FAST TOS 1.62/2.06 32Mhz ROM' - is that correct?
